While the computer application process is a good tool, an environment where movement is coordinated in real-life situations could be a good aid.

Preparing subordinates to potentially be the first responding officers to an active shooter event.

The scenarios. They added a stress level and did a fair job of duplicating a real life experience.

I realize there are limitations, but a non virtual world and doing scenarios in a controlled environment and non on the computer.
